Visegrád agreement on protection of external border

An agreement was reached by the Visegrád countries that the Czech Republic, Slovakia and Poland will also take part in the protection of the external border of the European Union and the Schengen zone on Hungary’s southern border, Minister of Foreign Affairs and Trade Péter Szijjártó told Hungarian journalists on Thursday in Luxembourg.
The Minister attended a migration conference with the participation of representatives from Turkey, Lebanon, Jordan and the Western Balkans countries together with the ministers of home and foreign affairs of the rest of the EU Member States. EU institutions organised the conference at the initiative of Hungary. The Hungarian Government would have originally liked for Budapest to host the conference, but the Minister pointed out that Hungary does not see this as a prestige issue. What matters is that the EU is dealing with the topic. He remarked that the EU started tackling migration coming via the Western Balkans later than it should have; it would have been more prepared, had it started paying attention to the problem earlier.
“We, Hungarians tried to draw attention to the issue in vain; the EU concentrated on the Mediterranean alone”, and there is still no common solution to the situation in the Western-Balkans, Mr Szijjártó explained.
He told the press that the migration crisis is a serious global problem which calls for a serious global solution. The Minister found it objectionable that a number of European leaders refer to the protection of the external borders as a priority in their verbal communication, but do nothing to this end.
The Minister takes the view that the EU is carrying the largest burdens of this global problem, and pressure will increase for three reasons. He pointed out that, at this point in time, the fight against the Islamic State is unsuccessful; the terrorist organisation is not retreating but gaining ground. There is no progress in the stabilisation of the Middle-East and North-Africa, and the number of those who may potentially seek to set out has increased. Thirdly, the countries of the Western Balkans are unable to detain the flood of people. He added that this is in no way a criticism but a factual statement; in actual fact, they cannot be expected to stop the flood of migration if the EU itself is unable to do so.
The Minister further said that the number of those arriving via the Western Balkans will increase significantly during the winter; last year, one half of the total migrants crossed the border in the last quarter of the year. Mr Szijjártó stressed that unless the EU takes action urgently, Europe will soon find itself under migration pressure in the magnitude of millions.
“This must be avoided, this must be prevented. This is in the best interests of Hungary and Europe as well”, he underlined.
He told the press that the external borders of the EU must be closed, Europe must take over the funding of the refugee camps in Turkey, Jordan, Lebanon and Kurdistan, and must provide immediate help for these countries so that they can provide for the refugees on their territories in order to prevent them from setting out for Europe. Mr Szijjártó highlighted that aid worth USD 300 million must be provided for Iraqi Kurdistan because the region’s economic and fiscal situation is deteriorating, and it will not be able to sustain the two million refugees staying on its territory who may as a result also set out for Europe.
The Minister further covered the issue of the EU quotas determined with a view to the distribution of refugees, pointing out that the Hungarian Government finds the imposition of the mandatory quotas on the Member States unacceptable as it curtails Member State rights and violates national sovereignty.

Crisis can only be resolved with involvement of North-African countries

The migration crisis can only be resolved within the framework of a comprehensive political cooperation scheme which involves the North-African countries which have to date played a key role in curbing the flood of illegal immigration afflicting the Mediterranean region, the State Secretary for Economic Diplomacy of the Ministry of Foreign Affairs and Trade told the Hungarian News Agency MTI in a statement made by telephone from Rabat on Thursday.
Levente Magyar had political and economic talks in Algeria, Tunisia and Morocco where he reviewed the most important issues of bilateral relations and the challenges posed by the flood of migrants with eight ministers and a number of members of the business communities of the three North-African countries.
The State Secretary informed his partners of the migration situation in Europe and details of the Hungarian response. The politician added that all of his negotiating partners without exception reassured the Hungarian party of their understanding and support; however, a negative image has evolved of Hungary in the local media. Mr Magyar attempted to dispel this negative image in a number of interviews, in the wake of which public opinion on Hungary has improved in his view.

Hungary’s primary message is that the problem calls for a global solution, of which every country of the world must take their own share, the politician said, highlighting that the European Union should provide more support for the countries of North-Africa in the interest of helping them preserve their “insulating capacity”.

The State Secretary for economic diplomacy additionally told MTI that there are highly promising business opportunities on the horizon in all three countries, in particular, in the fields of the introduction of Hungarian agricultural technologies, and the sharing of Hungarian know-how regarding urban operation techniques, urban development and transport organisation.
Hungary has recently established trading houses in Morocco and Algeria, and is planning to open an office in Tunisia as well. There are mixed economic committees with all three countries which – in the view of the Ministry of Foreign Affairs and Trade – greatly facilitate the development of economic relations.

V4 border policing cooperation may start as of next week

Border policing cooperation within the framework of the V4 may start already as of next week, Minister of Foreign Affairs and Trade Péter Szijjártó said on the news programme of the public service television channel M1 on Thursday.
The Minister attended the migration conference with the participation of representatives from Turkey, Lebanon, Jordan and the Western-Balkans countries together with the home and foreign affairs ministers of the rest of the EU Member States in Luxembourg.

Mr Szijjártó pointed out: the Visegrád Group (V4: Czech Republic, Poland, Hungary and Slovakia) would protect the external borders of the Schengen zone and the European Union in Hungary’s southern parts within the framework of a cooperation scheme. V4 prime ministers will agree on the specific offerings, and the soldiers, police personnel and equipment to be supplied by the Visegrád partners next week, on the occasion of the meeting of the European Council, he said.

The Minister stressed: the agreement is an important example for the European Union as the EU, too, could only give an appropriate response to the migration crisis if it reinforced the protection of the external borders „not only in words, but also in actions". As long as a common European force is unable to protect the external borders of Greece, there is no chance of successfully facing the crisis, he stated, and added: the V4 countries will demonstrate that they will be able to protect Hungary’s borders, and if four countries are able to unite their efforts, 28 Member States should also be able to do that.

Mr Szijjártó further highlighted that, with the advent of the winter, the pressure of migration may increase after October as during this period people in even larger numbers will opt for the Western Balkans route. The countries of the Western Balkans cannot be expected to stop this wave if the EU Member States themselves are unable to do so, in his view.

The Minister is of the opinion that it further deteriorates the situation that there is no stability in the region from which the migrants are coming, and the Islamic State is seizing control of new territories. As a result, there is a danger that millions may decide to set out for Europe. This is why the European Union should regain control over its external borders and should support the regions concerned so that they can adequately provide for refugees and immigrants, thereby preventing them from setting out, he explained.
Mr Szijjártó announced earlier: an agreement was reached by the Visegrád countries that the Czech Republic, Slovakia and Poland will also take part in the protection of the external border of the European Union and the Schengen zone on the southern border of Hungary.

Czech Prime Minister Bohuslav Sobotka said on Tuesday in Prague that in the second phase of the assistance to be provided for Budapest, the Czech Republic will send further soldiers and police personnel to Hungary. The Czech Government decided on Monday that Prague will send a contingent of twenty-five soldiers and land technical equipment to Hungary in the first phase in order to help guard the Schengen border.

Joanna Rokicka, spokesperson for the Polish border guards announced on Monday that Poland had sent a helicopter to Hungary to reinforce the protection of the Hungarian-Croatian border.

Administration must be facilitated

There will be 278 new government windows by next March, and a number of procedural fees will be reduced or done away with altogether as of 1 January, János Lázár, the Minister heading the Prime Minister’s Office said at the press conference “Governmentinfo 26 – What does the Government do and why?” which he held jointly with State Secretary for Government Communications András Giró-Szász.
As the first important step of the reduction of red tape, Mr Lázár made mention of a legislative package containing the amendment of 110 laws which Parliament started debating this week. The general administration deadlines will be shortened significantly, and the State will be required to administer affairs within maximum 60 days.

He said: there will be 278 new government windows by next March, and HUF 10 billion will be spent on the refurbishment of various offices. At the same time, a number of procedural fees will be reduced or done away with altogether as of 1 January. Among the procedures which will be free of charge in the future, the Minister mentioned the issuance of student cards, the higher education entrance procedure, the issuance of certificates of good conduct, and the issuance of tax certificates and company documents for businesses. Further plans include, he continued, that the State will issue new documents to replace stolen ones free of charge, and in the case of inheritance, the registration of title will also be free of charge.
At the press conference, the Minister spoke in favour of the simplification of tax procedures, and said that – instead of continual tax inspections and the imposition of fines – the premise should be that taxpayers are law-abiding.
In answer to a question, he said: he will submit a proposal to Parliament regarding the reduction of procedural fees before the end of this month, and will submit another proposal in November which will contemplate a 30 per cent pay rise on average for public administration workers as of next July.

Border fence is almost complete on Croatian border
The security border fence is ninety-nine per cent complete on the Hungarian-Croatian border, János Lázár, the Minister heading the Prime Minister’s Office informed the press.
As he said, the Hungarian Government is at present conducting international consultations in the interest of adopting its measure related to the operation of the security border fence. The Cabinet is hoping that this issue will be decided in the next week.
Hungary is planning to protect the Hungarian-Croatian border together with the Visegrád Member States (V4: in addition to Hungary, Slovakia, Czech Republic and Poland), he told the press, adding that Minister of Foreign Affairs and Trade Péter Szijjártó and Minister of Interior Sándor Pintér will consult with the V4 on the issue on Thursday in Luxembourg.
In Mr Lázár’s words: there is an organised human trafficking operation taking place against Hungary, with the intensive involvement of the Croatian State.

We are hoping that, after the operation of the border fence, the pressure of migration will significantly abate or will avoid Hungary, the head of the Prime Minister’s Office added.
In answer to the question as to why the Hungarian-Croatian border has not been closed yet, the politician referred to Croatia’s EU membership, on the one hand, and then remarked that there was a grace period also in the case of the Serbian border closure. He further mentioned the contemplated V4 border protection cooperation, and the fact that the positions of Austria and Germany on the issue are likewise not irrelevant.
The Minister further told the press that some 600,000 illegal migrants may well arrive in Hungary in total this year. Mr Lázár pointed out that 176,205 persons have submitted asylum claims to date, and 764 applications were filed last week. As the reason for the decrease, he reiterated that Croatia, too, is now meeting its obligation of registration.
More than 400 persons have been prosecuted to date due to prohibited border crossing: 183 persons have been banned from Hungary for one year, 201 persons are not allowed to enter the territory of the country for two years, and there were two individuals who are banned from Hungary for 3 and 5 years, respectively. In another two cases, reprimands were issued, he explained. In ten cases, the court sent the documents back to the prosecution service, the procedure was terminated on one occasion, and 11 persons have appealed against the decisions. The Minister indicated: the Government is ready to pay for all excess court expenditures. They expect the National Office for the Judiciary to state their claim at the end of October.
Mr Lázár further reported that HUF 60 billion has been used to date from the central budget for the management of immigration. According to the data of the central operational corps, the Hungarian railway company MÁV has spent HUF 524 million, the Budapest transport company BKV has spent – based on the currently available information – HUF 160 million, while the Volán coach companies have spent HUF 200 million on the transportation of migrants; in total, these expenditures amount to more than HUF 1 billion with VAT.

Budapest Bank and MKB may be sold
The Minister was also queried about the intended accession of FHB to the integrated savings cooperatives. He said in reply: the Government fully supports this move. It would reinforce integration and the bank concerned, and this measure would fully meet all the requirements of the central bank.
Mr Lázár said in answer to a question regarding the sale of the majority stake in MKB Bank: in Europe it is not customary for a State to remain present on the market of commercial banks with a large stake over an extended period. Commercial banks which are temporarily in state ownership must be sold on the market. The Government has adopted a decision to the effect that MKB should be sold as early as this year, but within six months, at the latest, while Budapest Bank may be sold in the first half of next year. In the interest of boosting growth, it is necessary to support commercial lending in Hungary, and therefore Hungary must engage in ongoing talks with the EBRD to ascertain how commercial banks in Hungary could achieve this, he pointed out, indicating: this is not about reviewing the former agreement. On the contrary, this is about observing it, and raising further options of assistance. In the case of MKB, he described any idea that may suggest the acquisition of a majority foreign stake as a mistake as, in his view, the bank must remain in Hungarian ownership.

Prime Minister has completed government reshuffle
In answer to another question, the Minister announced: the Prime Minister has completed the government reshuffle, both regarding personnel issues and in an organisational sense. All changes will be implemented in the next ten days, and the new Minister and new State Secretaries will receive their appointments.
In rendering an account of the last two government meetings, Mr Lázár said: at the meetings, they covered Hungary’s waste management strategy, in the context of which the Cabinet finds it important that, instead of waste disposal sites which are filling up one by one, waste incineration facilities should also be established, while selective waste collection is also regarded as a priority.
The Government will further propose the amendment of laws concerning policing, he continued, among others, in the interest of the operation of the 365 fixed speed cameras.

He also informed the press: the Cabinet authorised Minister of Human Resources Zoltán Balog to submit Hungary’s bid for the organisation of the 2019 European Maccabi Games. He estimated the preliminary costs – not including any infrastructure costs – to be in the magnitude of HUF 2 billion.
In answer to a question, the Minister told the press: the Government is expecting a proposal from the Chair of the railway company MÁV regarding the full refurbishment of the Western Railway Station and a green area rehabilitation programme covering the MÁV areas located between the railway station and the City Park (Városliget).
Mr Lázár repeatedly expressed his condolences on behalf of the Government on account of the passing away of former head of state Árpád Göncz, and offered the Cabinet’s assistance with the organisation of the funeral.

There will be public land sale auctions
János Lázár, the Minister heading the Prime Minister’s Office justified the programme relating to the sale of state-owned arable land with the prevention of the acquisition of land by foreigners.
The politician said: in order to prevent foreigners from acquiring landed property in Hungary, it is important to guarantee the option of purchasing state-owned land for Hungarian farmers who wish to avail themselves of this possibility. Later on, Brussels “may force us” to accept that foreigners may buy land in Hungary, he added.
He stressed: the land sale auctions will be public auctions, and any piece of land may only be sold minimum 10 to 20 per cent above the market price. The first auctions will be published for landed areas in Győr-Moson-Sopron, Vas, Nógrád, Heves, Szabolcs-Szatmár-Bereg and Hajdú-Bihar Counties, and auctions will begin in November.
He confirmed that the Government is planning to sell 380,000 hectares of state-owned land, and an area of 1.5 million hectares will remain in state ownership.

It is difficult to estimate the land sale revenues; according to calculations, revenues could amount to as much as HUF 300 billion, “but this is not what we are planning” because the most important thing is that the revenue derived from these sales cannot be just consumed but must be used for the development of the country, the Minister said.In answer to a question regarding his statements made in the parliamentary committee in connection with the landed property of the State and the “uncontrolled stealing” of state-owned agricultural companies, Mr Lázár responded by saying that at the meeting of the committee he did not voice his own experiences; in fact, he could not have done so as the Hungarian State has no agricultural enterprise engaged in the cultivation of arable land at present. This is the case, he explained, because, regardless of party affiliation, everyone knows that it does not lead to any beneficial result. It is a generally held view that whenever the Hungarian State cultivates land, it can only create trouble. “This is what we heard about the heads of agricultural cooperatives in the eighties, and then about the green barons, and everyone was of the opinion that the State should do better not engaging in agricultural activities, and then both Fidesz and MSZP sold the agricultural businesses in state ownership”, he argued.
Regarding the investigation of the Government Control Office extending to 22 forestries, he said: he does not wish to make any comments before the investigation of the Government Control Office is closed. However, based on the information which has been released to the public so far, it would be the mildest thing to say that a few things are not quite in order with forestries.

“HungaryWANTS to protect its borders, not close them”, Government Spokesperson Zoltan Kovács explained on Kossuth Radio’s “180 Minutes”PROGRAMME.
With relation to contradictory statements by various European politicians, Mr. Kovács said he couldn’t understand why EU member states are arguing amongst each other about fundamental EU regulations that are absolutely definitive: the European Union’s borders must be protected.

In reply to a question, the Government Spokesperson also reported on the fact that construction of the temporary border security fence along the Hungarian-Croatian border is nearing completion and a rapid deployment razor wire fence is already in position along the Slovenian border at Tornyiszentmiklós.

“The Government agrees that the fence is not the solution for handling mass migration, but it is a means toHELP stop illegal immigration”, Mr. Kovács said on public telection M1, adding that “the Schengen Agreement also states that European Union member states may use all means necessary to protect their borders”.

The Government Spokesperson also spoke about the fact that Wednesday’s emergency summit of EU heads of state and government in Brussels, which lasted until well after midnight, had achieved significant results, although progress was still not made on the most important issue: reinforcing the Greek border. It is however very important to note that President of the European Council Donald Tusk also made it clear: everyone must follow EU regulations.

With reference to this, Mr. Kovács said that Croatia may not be a member of the Schengen Area, but it is a member of the European Union, and despite this it is purposefully and declaredly ignoring the regulations that apply to it.

“Everyone should comply with EU regulations just like Hungary is doing, and preferably as stringently as possible”, the Government Spokesperson said on Hungarian TV2’s morning programme.

Speaking about the migration crisis at a joint press conference with the Bavarian minister-president and Chairman of Germany’s conservative CSU party,PRIME Minister Viktor Orbán said that today Bavaria’s borders are being defended by Hungary.

ThePRIME Minister outlined his views on the matter at Banz Abbey (Kloster Banz) on Wednesday, after a meeting of the German conservative CSU party’sLEGISLATIVE group in Bavaria, and talks with Bavarian minister-president Horst Seehofer – who is also Chairman of the CSU.
The Hungarian prime minister’s proposals include encouraging Greece to hand over protection of its external borders to those European countries which are willing to take part in this effort. Mr. Orbán additionally suggests that refugees should be separated from economic migrants at points outside the borders of the Schengen Area, and that at a European level the EU should identify those countries which it regards as safe countries. With regard to the latter, he urged that EU Member States and EU candidate countries should be regarded as safe as a matter of course.

His fourth proposal is that, in order to raise sufficient funds, each Member State should increase its (EU) contributions by one per cent, while reducing other spending by one per cent. This would represent three billion euros for each per cent; this exercise should be repeated as many times as management of the crisis necessitates, he stated.
Mr. Orbán further proposed engagement in partnerships with those states without which the situation cannot be managed – specifically mentioning Turkey. At the same time, he also suggested that “relations with Russia should be placed on a new footing”.
Finally, he proposed setting up a global system of allocation – a concept which he will also raise at the UN next week. In other words, the whole world should be involved in the management of the refugee crisis.
The purpose of his package of six proposals, he said, is to inject reality into European policy.
At the press conference Mr. Orbán went on to point out that, thanks to the EU and the Schengen Agreement, the borders of Bavaria can now be defended at the external Schengen border, which today is the southern border of Hungary.
The Prime Minister said that, in some respects, he is “the captain of one of the Bavarian minister-president’s border fortresses” and, as such, “it is my duty to come here and report on the situation”.
He said that, in its historic importance and historic sweep, the current migrant crisis may determine the future of Europe, and how Europe responds to this situation is very much dependent on what response Germany chooses to give.  He added that the German response will be greatly influenced by Bavaria’s position.
He argued that the Hungarian government is of the opinion that suspension of the Schengen rules is not the right solution. In his view, it is possible for processes which are currently taking place “outside the boundaries of the law” to be redirected within those legal boundaries, and this is what he is seeking support for.

In answer to a question, Mr. Orbán said that he envisaged “definitive border closure” along the Hungarian-Croatian border as well. “If we receive confirmation that we are able to enforce the laws of Hungary, to introduce a physical barrier on the green border, and to direct those wishing to enter towards the designated crossing points, we shall establish definitive border closure”, he said. He added that after the introduction of this border closure it will not be possible to cross the green border between Croatia and Hungary without consequences under criminal law.
In his words this could occur at any hour, on any day, “regardless of Croatia’s threats and blackmail”. What makes the situation more difficult, he added, is that Croatia openly transports people in their thousands to the Hungarian border: people who do not want to be registered, and who do not want to accept the basic requirement of cooperation with the authorities.
The Prime Minister also told the press that, as a result of the border fence erected on the Hungarian-Serbian border, illegal entry from Serbia has fallen to a fraction of what it was. Hungary is able to conduct asylum procedures on the border, before entry into the Schengen Area, Mr. Orbán confirmed.
“It is not for fun that we are doing what we are doing; no one likes serving in a border fortress [...] But this historic role of protecting the external borders has now fallen to Hungary”, he pointed out. If Hungary fails to do this, he said, the borders will “slide” to a position between Austria and Hungary, or between Germany and Austria.
He told the press that Hungary is prepared to take part in devising a contingent-based solution as proposed by the CSU; this would focus on accepting numbers of refugees determined by their countries of origin.
In answer to another question, the Prime Minister stated that Hungary accepts Germany’s decision, but it expressly asks Germany not to make this binding on Hungary. “There should be no moral imperialism”, he said. While Mr. Orbán said he does not challenge Germany’s right to decide on whether it to admits everyone or refuses everyone, Hungary does not want to change as a result of mass migration.
He went on to say that there is no sympathy for anyone who threatens or injures Hungarian police officers, but there is sympathy for people who have been deceived by being promised entry into the territory of the EU in return for money, or who were promised that they would be welcomed and are now being deported.

The Prime Minister said that in the present situation it is the duty of Christian individuals to help the needy; meanwhile, it is the duty of Christian politicians to help them resume their lives as soon as possible in the countries where that is now not possible, and to protect them until this is made possible. “It is there where we should create the necessary conditions and means, and we should manage the current crisis in a way which enables them to return there within the shortest possible time, as that is where they belong” the Prime Minister said.
Hungary remains opposed to the quota system for distribution of asylum seekers, but it is prepared to take part in devising a special allocation solution, Mr. Orbán said. Regarding the two proposed solutions, he remarked that they “are two different things: quota has one meaning, special allocation has another”.
The Prime Minister pointed out that while the Government continues to reject the quota system, it is prepared to take part in devising a special allocation solution which relates to the reception of a number of refugees determined by their countries of origin; he said he sees this as “a possible direction”.
Mr. Orbán will travel on from Bavaria to Brussels, where at an extraordinary summit the leaders of the European Union Member States will discuss the latest developments in the migration crisis and proposals for possible solutions. The summit of EU heads of state and government was convened by Donald Tusk, President of the European Council. The heads of state and government will meet after the interior ministers of the Member States discussed the issue of quotas on Tuesday; the interior ministers approved by a large majority a plan for distributing 120,000 refugees (with the Czech Republic, Hungary, Romania and Slovakia voting against, and Finland abstaining). The Hungarian position is that the distribution of refugees does not solve the problem, the root of which is not within the European Union but outside it; accordingly, a solution must be found outside the EU. Furthermore, Hungary completely rejects being classified as a frontline country without being consulted on the question.

Speaking to journalists early on Thursday morning after the extraordinary EU summit,PRIME Minister Viktor Orbán explained the position he had argued for in the discussions. He said that Hungary has two options: either it protects its green border with a fence, or “if some do not like this”, it also has the option of letting migrants through to Austria and Germany.
“The Austrian chancellor stated in no uncertain terms that if we can only stop them with a fence, we would be better off letting them through”, the Prime Minister informed the press, adding that “this is something we should consider”.
The Prime Minister also said that out of the six Hungarian proposals put forward at the extraordinary summit, the heads of state and government succeeded in coming to an agreement on five issues. Mr Orbán told the press that they failed to agree on the proposal which stated that if Greece is unable to protect its borders, the European Union should do so as part of a joint effort.

ThePRIME Minister pointed out that “This is a pity, since this is the most important of all the proposals. So in this respect, the external borders of Europe remain unprotected, and illegal migrants continue to pour in through Greece in violation of international conventions”.
The Prime Minister said that he gained the impression that the determination, courage and decisive action that this would require were lacking. “I had the impression that they do not regard this to be as important as we Hungarians do”, Mr Orbán said when speaking of the summit.
The package of proposals the Hungarian prime minister presented in Bavaria on Wednesday suggests – in addition to joint EU surveillance of the Greek border – that refugees must be separated from economic migrants at points outside the Schengen Zone, and that a joint EU list of safe countries should be drawn up.
Additionally, in order to raise new funds, the Prime Minister proposed that each EU Member State should increase its contributions by one per cent, reducing other spending by a corresponding one per cent; this would represent a sum of three billion euros for every one per cent. This exercise, he said, must be repeated as many times as management of the crisis necessitates.
The Prime Minister further proposed the development of key partnerships with those countries without which the situation cannot be managed, making specific mention of Turkey, and additionally suggesting that “relations with Russia should be placed on a new footing”.
As item number six, Mr Orbán proposed the setting up of a so-called global allocation system, so that the whole world can take part in the management of the refugee crisis.
